How to set the default download folder

It keeps proposing C:\Downloads, whereas I want it to go to something ending in \%tear%\%year%-%month%\%date%\, which is a bother to type time and again.

Hmm - I changed the idea and it isn't changed.
I can't find most of the settings, such as default download folder, which extensions go in which group, et cetera. Have these not been implemented yet?
